The Government of Mozambique has applied for financing from the World Bank toward the cost of the Accelerating Sustainable and Clean Energy Access Transformation (ASCENT) and intends to apply part of the proceeds toward payments under the Contract for Supply of Insulator . For this contract, the Borrower shall process the payments using the direct payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. 2. The Electricidade de Moçambique now invites sealed Bids from eligible Bidders for Supply of Insulator within a period of 12 months divided in lots as follows: Supply of 146,101 Un of Porcelain Tie-Top Post Insulators; and Supply of 58,440 Un of Silicone-Housed Deadend Insulators. 3. Bidding will be will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” revised September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 20%. and for Bid cost: 80%. 5. Bids must be delivered at the address Av. Filipe Samuel Magaia, No. 368, 1st Floor, Maputo, Mozambique before 02:00 PM, Local time on 12th January 2027 . Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address Av.
